Halfway through is fine as well because it's still 2 hours before the match starts. As long as you are 2 hours before the match starts you're fine. And I am being a bit lenient so if it's a one-time thing or like 1.5 hours before the match I'm still accepting it (for now).

When Iranian team was forced to stay in Mexico there was a whole discussion on this on an online forum that I was reading and someone did the full timeline math and it would have meant refunding a lot of tickets, moving New Zealand to Mexico, moving another match from Mexico to US, refunding those tickets, etc. Plus fans travelling would need to change their plans last minute, so I think FIFA kept things as is.

Thank you so much for all the info. Makes sense. I just looked up online and the WC schedule was announced in 2024!! Like you said, much before the war started.
