Sometimes makers tend to show a bad guy becoming good immediately in wooing the girl, if they did that here, it really wouldn't have suited shamsher.
And yeah, shamsher crossed all his limits. He didn't even ask the police to not harm mehak's father. Atleast sultan when he kidnapped nageen he had told his people that nobody should touch her.
