Every where you will have people who take these kinds of things either seriously or just laugh it off. It is not exclusive to India. You're saying as if the concept of rape jokes is made in India, and also technically the speech isn't a rape joke. Also don't take it as I am defending it, if someone gets offended or don't find it funny it is their opinion.
