ear plugs

can anyone plz help me by suggesting which ear plugs are soft and completely noise blocking?i was fed up of my nuisance neighbours playing loud music already and as if this was not enough,construction work has started nearby which will take ages to complete,so its damn frustrating that i cant even sleep for 4 5 hours that i get free,peacefully :( i have tried to insert lots of cotton but to no avail.have even bought ear plugs from some sports equiplments shop but its a sheer waste.so pls do let me know some good branded soft ear plugs.i have a hole in of my eardrums.i am from india and dont want to buy online.
