I think in romantic scenes/songs, it's more of a look into the guys eyes. Like how he is falling for her. Her through his eyes. How his world kinda stops when she is around and all that jazz.

^^ Action slo mos are for impact purpose. Aise hi hero ja ke kick maare toh maza nahin aata, the same in slo mo and from various angles just makes it all the more pleasurable for the audiences to watch.😆😆😆
