This is exactly what happened. Zee or Anil Sharma were never expecting this sort of hysteria or they would've worked on the script, upgraded the supporting cast & tripled the budget. Gadar 1 was a massive budget film for that time. The 3rd most expensive film of that time.

But there are rumors of Gadar 3 already which will be made on a mammoth budget.

I have seen Gadar 1 in just bits and parts (getting an over all idea of the plot).

I thought 2 will flop and I didn’t even watch the trailer.

But I am happy that it’s a success. Idk why 😆
