if you didn’t want to give money that’s fine but why did you feel the need to say something so rude. You never know what the other person has been through please show a little empathy.
to answer your question yes I give money to homeless whenever I can unless I see someone who clearly looks like a drug addict then I avoid giving money to them. I have seen people who looked perfectly normal and also asking for money and I wonder what brought them to this state.

If it is a rare day I have cash on me, I will give them something. But mostly, I never carry cash. I offer to buy them something at a store. I refuse if they ask for cigarettes or tobacco. The genuine ones usually will usually ask for food and water/juice.
If you don't have something, just move on. No need to say leave me alone etc. Why hurt someone who is already down on their luck? It is also a safety issue. Many homeless folks often have mental health issues or addiction issues. Don't unecessarily provoke them.
I have seen people buy food for the homeless which is also appreciated.
