Almost everything has been told so far, yet want to put my two cents here.
Begum 1 was absolutely right. I agree she had other intentions that were not so good but can we deny the fact that she does love Rahim equally if not more? Lets forget her anti Jodha mission for a while. what wrong did she say?
Sympathizing with a mentally challenged person does never mean to allow that person do whatever she wants. Such a person needs love, care, attention and treatment but at the same time her actions should be kept in control as she does not have the required control over herself. So here I would definitely go for Begum 1 as whatever she said or asked for would do good to Rahim and other children.

Begum 2 : I was really shocked at her responses. A mother in the real world can never react in such a way moments after her child being saved from a fatal accident. She is kind hearted, graceful and far sighted. But here she fails completely as a mother. She said "kuch hua to nahi hain na Rahim ko" and I was almost shouting " so you mean we should wait for a big fiasco to take place and then take necessary actions?" I mean how could she? All her logic like jodha's emotional attachments with Shahenaaz seemed illogical to me.

Begum 3 : Now what can I say about her? She is the heroine. we all are waiting for their romantic moves, love her a lot but seriously I am fed-up with her emotion driven thinking every time. How can she say that Shahenaaz is not mad, she is only childish? She should know that both can be equally harmful. Even if a child made Rahim almost fell form that height, it would have been scolded severely. And she wants to treat Shahenaaz compassionately. This is indeed beyond my thinking.

Though everybody raised good points yet all of them were wrong.

Ruqaiya for giving it a negative spin. Jalal for his inability to see Jo's POV. Jodha for trusting Shenaaz too much. Salima for ignoring a mistake at the cost of emotions.

Ye sab chal jaata if either Jo had chided Shehnaaz or simply told her to be more careful next time. Or Jo herself keeping a closer eye on her. If Jo couldn't reach to these conclusions herself, Jalal or Salima could have asked her to take a few precautions regarding Shehnaaz.

But that is too much logic to ask from an indian serial 🤢

Entirely from The Emperor's perspective, he should have listened to Begum No. 1...reasons are:

1) Jalal doesn't know of Ruqu's oppurtunist intentions at this point...purely from a common sense point of view, an emperor simply CANNOT have a "mentally unstable" (Jalal doesn't know Shenu is evil, which is an even worse situation) unknown person running around loose in his palace simply because his favourite queen (out of more than 100) has developed a fancy for her a few days back, & she "thinks" that this seemingly unstable & hence dangerous person is pure hearted.

2)Jodha argued that Shenu had the mind of a child (at this point, no one in the fort knows that Shenu is evil. Hence we have to consider her as mentally deranged only). She did not push Rahim intentionally...agreed.

BUT...Shenu has the STRENGTH of an adult, which resulted in the threat to little Rahim's life. Hence an adult mentally unstable person is of grave danger in the future too, to the child in the palace, that is Rahim.

3)There is a difference in goodness & foolishness...Jodha, in trying to be good, is being foolish. There is no room for foolishness when the safety of an emperor's palace & it's inmates is concerned.

4) Salima...her having empathy for Jodha, was appreciable & indeed noble. But this kind of blind Bhakti is not. I seriously wonder 2 things:
A. Would Salima have reacted in a similar way had Rahim been her own flesh & blood, & not her step-son?
B. Isn't Salima also in some ways an opportunist?...she perfectly understands that Jalal & Jodha are closer than ever before, & will eventually patch up. So, better to be in their good books & let go of this Shenu matter lightly.
ANY OTHER MOTHER in place of Salima would have been totally devastated that her only child has just had a narrow escape from probably a fatal accident.
But here, Salima was as calm as a log of wood. I wonder y???!?! 😕

After Salim is born, will Jodha allow Jalal to continue to have a mentally unstable person like Shehnaaz brought in by Ruqu (or any other queen for that matter) into the palace after a similar close escape from a near fatal accident??!.
..I guess we all know the answer to that...😆

i think jalal's first decision was right that she should be sent back to mathura for treatment! jodha should have agreed to it considering what had just happened, instead she started defending shehnaaz!
