Neither she nor Katappa can ever do anything that would redeem themselves, as both of them became murderers of an innocent man.The best female character is thus Devasena. She was truly the consummate woman with both a strong character and true moral backing. Even after 25 years of imprisonment, her sense of justice never wavered.

As much as I love the movies, I also agree with both points. I think it would have been so interesting to see Shivagami surviving Bhalla's attack and raising Mahendra herself as a trained warrior. They could have even kept this a secret from us viewers, revealing it in the end as part of the suspense for us viewers.While I think Devasena joining her brother's revel group would have been interesting to watch, I think they kept her imprisoned in Mahishmati to show the obsessive relationship she had with Bhalla. Moreover, I don't think it would have been easy for Katappa to take her out of Mahishmati, though he said he would. Bhalla kept her in clear view in the middle of the courtyard. The guards would have seen him taking Devasena out, and it would have resulted in the death of Katappa and even harsher punishment for Devasena. So her imprisonment in Mahishmati makes more sense story-wise than her escaping and joining her brother's rebel group.

During the chaos on the day Bhallala killed Shivagami, I think it was possible for Devasena to escape if they had chosen that direction. With Devasena, it is logical that Bhallala captured her for life, but the downgrading of her character from a phenomenal warrior to a Rakhee-esque mother in Karan Arjun was such a depressing piece of writing.
