why would producers allow any independent commission to decide anything related to their movies? after all its their money which is at risk when they make a movie. all these artist, actor, art stories these actors talk about is secondary. first thing is Bollywood is business . period! nepotism has no end. life is unfair but thats the reality.

The Film and Television Institute in Pune was just such an institution to teach acting and take exams of film and technical filmmaking students.
In the 70s and 80s many distinguished alumni of FTII enriched the silver screen with their presence and many of the best talented directors we have today are all FTII graduates

Here is a list of FTII actors: Naseeruddin Shah, Shabana Azmi, Om Puri, Jaya Bhaduri, Mithun Chakravarty, Shatrughan Sinha, Tom Alter, Smita Patil, Danny Denzongpa, Rajat Kapoor, Navin Nishchol, and more recently... Rajkummar Rao

List of FTII trained directors: Rajkumar Hirani, Subhash Ghai, Shyam Benegal, Vidhu Vinod Chopra, Prakash Jha, Ketan Mehta,

The Film and Television Institute of India (FTII) is an autonomous institute under the Ministry of Information and Broadcasting of the Government of India and aided by the Central Government of India.[1] It is situated on the premises of the erstwhile Prabhat Film Company in Pune. Since its inception in 1960, FTII has become India's premier film and television institute, with its alumni becoming technicians, actors and directors in the film and television industry.

It already exists. It's called an audition. 😛
In HW for instance that is how it works most of the time. They send out requirements and you go and audition. You land the part if you are good. That is how people like Lupita Nyongo landed an Oscar winning part straight out of drama school. That is how the system is supposed to work.

Only in BW are people given a career because Mommy or Daddy were good. 🤔

Only Rajkumar Rao from latest set of mainstream actors I see

Has some stellar alumni, wish they produce more such students :-)

Ideally that is what should happen na..

But I guess human politics is something that cannot be controlled, and like bigul has said, it is primarily a business..

In the 70s and 80s, acting graduates from FTII did get chances in movies, they either got successful debuts in mainstream cinema... or roles in art/ parallel cinema which had its own audience and ran side by side with commercial cinema
Many of the FTII graduates also became successful in mainstream cinema like Jaya, Navin Nishchol, Mithun did.

Its only recently... in last 2 decades that Nepotism has completely taken over BW with the established film families launching their sons, daughters, nephews, brothers by the dozen.

Now FTII graduates rarely get a chance to prove their skills they have learned in acting school.
Thats why people like Rajkumar Rao are still struggling to get a foothold in BW ...while Varun Dhawan, Tiger Shroff etc are getting movies like candy at the candy store.

Difference in BW it is a Family business and HW it is a Multi corporation. 😆
