You are right about buffalo meat not being included.. However, some other view about how much of it is consumed in Maharashtra..

[Taken from BBC]

Correspondents say most beef sold in India is actually from water buffaloes which are not considered sacred at all.

But in Maharashtra, buffalo meat, generally seen to be of inferior quality, makes up only 25% of the market and the ban is likely to be felt more keenly there.

it should be applied all over india but then may be its favourable to kaamchor authorities as less work/burden for them 😉

alochol is banned in gujrat, tabacco in form of gutka which causes mouth cancer is banned in rajasthan ...sum states has done that with knowing that it will reduce tax collection
