Why would he adopt children when he could have it themselves. Is there any evidence that hints Drupad was impotent or his Queen was unable to give birth? I don't think so.
Hence, I do not think there is any reason to think Drupad had adopted.
Had she been born due to the BOON of some God, i would have said surrogacy or adoption because that's what happened to the Pandavas. Each time there was niyog and each of them were born to Kunti, and these gods are either other names for the known characters (Vidur for Dharma ie Yudhishthir) or the theory of Indra or Shakra, a foreign king.
However in case of Draupadi, it is only said she was born of fire. Now technically, that doesn't really say she was adopted unless u consider her coming to Drupad as a grown up girl is truth. I don't think that is, highly feel it's later interpolation.
