I think people are just going nowhere in this discussion. The husband might have purposely turned off the water from outside the house. I think the people who are talking regarding the availability of water in USA and other developed countries, If you need to torture anybody, there are so many ways to do that. The water can be stopped from outside the house, It may not have happened but who knows.

I ask because I grew up in the US and have lived in extremely cold areas of the country (where we could get up to 2 feet of snow on average). But tap water was never frozen. Some days it was difficult to get hot water, but the water itself was never frozen and unattainable.I know it's not a huge part of the discussion but I wanted to clear that up unless someone who lives in those countries actually has had such experience.I don't want people to think that people who live in very cold areas have to go without water when it snows.
