If there was no plan B, why couldn't he just declare the law henceforth and spare all the drama and tension. He is an Emperor, not answerable to press and media. He could have punished AK himself and not wait for the Awaam to do it.

(Were they trying to make him a Ram setting an example by sending Sita to the forest? It was the worst example any king could set and the only flaw in Ram's character. Millions of men took unfair advantage of that example.)
