IT offices did existed but it was only meant for the common men. It was under the control of the King and his ministers, so why would they raid on their own king and queen? Tax was called - kar / lagaan, but they were all collected by the king's own revenue department (Rajasva). Tax was always required for govt expenditures, public welfare and maintaining the army.
