Here is a situational question for you😉
Imagine yourself to be a President of a country
There is another ruler, who used chemical weapons on his own citizens since they rose against him
Now your country(not in your time but prior to you) has done something to him to make him your enemy, you are not sure if he has nuclear weapons or not, but have a strong suspicion that he is very close to it, which he could sneak up on you anytime, maybe in your hometown where your folks live, maybe in the place where you live, maybe in a place where all of your prime assets are located.
What would you do to protect your country?
Given the fact, I cannot trust the enemy president, I will have UN people do inspections and if UN people start taking bribery to nullify the sanctions, I will look at ways to resolve the situation myself
Would you maintain a status quo wait till you get conclusive evidences? and pass the buck to the next guy in the line?
If conclusive evidences mean him actually building the nuclear weapons, no, if that means some proof he is actually progressing I will act, I do not beleive in passing the buck to the next guy in line and make a manageable issue unmanageable, my responsibility is first towards my citizens then towards rest of the world
Would you try to talk some sense in your enemy?
yes, I will offer, him no first attack as long as he does not make provocative actions towards my nation, I will also tell him, I might have to take offensive actions if there is no resolution to this topic within a finite timeframe
Would you try to attack proactively and get rid of the guy?
If all the above failed, YES, most certainly, every nations chief executive's oath contains of a clause where he/she is to put the well being of his country before anything else
