Yeah Ranbir seems as swamped and if this article has any truth, the role of the sister is more dominant, hence he might be less inclined to fit this in.

^ that makes total sense. He is a bigger star than Ranveer so he wants a movie that is centered around him. Ranveer probably agreed to do it because he wants to work with bebo and Zoya.

You know am kind of glad Ranbir isn't do it. Why would we want to see real cousins play siblings on screen..that's boring. It would be I interesting to see bebo with Ranveer I always wanted Ranveer to work with bebo after I watched BBB.
