Whoz allowed to post in rules & announcements forum? Plz help...

The higher DT, for example the Global Moderators and the Admons are allowed to post in the Rules and Announcements forum

I think the members who post otherwise that aren't in the DT are the ones who have taken permission to post something that needs to be in that forum and can't be posted in any other forum. For example: topics regarding the Zing Magazine Issues are posted in the Rules & Announcement forums because they don't have a forum otherwise for such topics. 😊

but there r topics like a happy bday one.

So, that topic must have gone up in the Global Announcements and was posted in that forum to get the attention of the higher DT. 😊

i tried to post a bday topic too. But couldnt do it.
