That's exactly what I've always read - that it was Ravan who downed Lakshman with the Shakti. Most of the Ramayans I read were Valmiki based, and they all had that account. When I first saw the account of Indrajit being the one who used the Shakti, I was intrigued, and later on found out that that's what the Tulsidas version had.

But even with Meghnad, this was a different battle from the Nag-pash. In Tulsidas, Meghnad downs Lakshman near the start of the war, and uses the Nag pash after the killing of Kumbhakarna. In Valmiki, Meghnad uses the Nag pash at the start of the war and after the killing of Meghnad, Ravan goes to battle and uses the Shakti to down Lakshman.
