Yes that's why government should evaluate and adopt the best practices from across the world and improve the startup ecosystem. For instance hawkers and mom and pop shop people displaced due to Ayodhya temple road widening should have been given interest free mudra loan to buy back the new shops. That way real estate prices won't fall yet people behave with fiscal discipline.

all he did was, Speaker went by the rule book. Giridhar Gamang was a member of the Lok Sabha who became Chief Minister of Orissa. He should have resigned after being CM but did not do so. Instead he attended the Lok Sabha to participate in the trust vote. The BJP members objected and Balayogi could have favoured the ruling party and prevented Gamang from voting.

But Balayogi went by the rules. Technically, Gamang had six months time to resign from the Lok Sabha and became an MLA in Orissa. It was unethical of him to participate in the trust vote but technically he could participate. After consulting the rule books, Speaker left it to Gamang to act according to his conscience. "Gamang’s conscience told him to follow his party's orders, and so he voted against the confidence motion. The government lost by one vote (269-270) and Vajpayee had to resign.

Had Balayogi been a biased speaker, he would have refused permission for Gamang to vote. Then the result would have been 269–269. As Speaker, he would have the casting vote and could have saved the government, but he did not.

Saifuddin Soz who defied his party, the National Conference, who defied his party, the National Conference, to vote against the government and Orissa chief minister Giridhar Gamang also pressing the no button. Despite having been CM for a couple of months, Gamang was yet to resign from the Lok Sabha and used his dubious privilege to vote against the government

Soz was thrown out of party and OFC joined INC.

I think you mean April 1999 if I am not mistaken. not 1998 but I could be wrong.
