Actually no point in sending him to juvenile when there’s a person who can easily rehabilitate him aka Anupamaa Devi. If she can turn Maaya into a good person with a single bhashan then I’m sure she can do the same with Romil (though like you said he’s a nobody so it’s easy to send him to Juvi and end his character)

Yes, so the person who alerted Khaccharpamaa that her daughter was facing domestic abuse is now involved in the kidnapping of the same daughter 
He can be rescued if Makkhi falls for him and becomes just like her mother aka caught between toxic abusive ex (Vanar/Adhik) and the new guy who seems smart but eventually turns out to be foolish. But then again isn't there a significant age gap between them... Don't think Romkhi is tenable
