So, according to Mumbai Mirror, this actress is a producer who has nothing to do with paying her people. It is really strange how she managed to become a producer this early in her career. Unless she has a lot of money stacked somewhere, it's more likely she just lent her name to the production house. In return, she gets to make the projects that she wants but the money that goes in there is definitely not hers.
That said, it's not ideal to be in a situation where you work but don't get paid. If people can't afford to pay, they shouldn't hire. These people, who work hard definitely need that money, but why are we thinking that stars understand that when they get so much that they don't know what to do with it.

MANY production assistants and crew members want nothing to do with this leading actress-producer. They claim they are owed a lot of money by her, and that she appears to be in no hurry to clear them. Apparently, for one of her recent productions, the actress didn't spend a penny, and only lent her name to the project.
The funding came from another co-presenter source. At one point during the course of filming, when her director approached her to increase the budget, she flatly refused and ordered some members of the behind-the-scenes' crew to be sacked to manage budgets.
