Their neighbors are countries like Lebanon, Syria, Palestine etc. All small states who can only inflict small damages hence the gurella warfare there. If their neighbors were different situation would have been different. Also there are many powerful Jews in the USA establishment which helps them.
Yes India cant have economic ties with Pakistan with people like Hafeez Saeed running free. But thats what the government wanted last year though the Pakistani government is lame duck. But the trade with Pakistan continues unabated. Here is a lowdown:

The top 10 Indian exports to Pakistan in value terms are cotton, polypropylene, chickpeas, woven fabrics, yarn, refined sugar, tomatoes, reactive dyes, polyester fabrics, viscose rayon fibre, and groundnut, etc. The top 10 exports by Pakistan to India in value terms are light oils, dates, Portland cement, petroleum oil, cotton, gypsum, aluminum, denim, rags and hides.
Isarel cannot nuke Palestine even with the small countries it is surrounded with. Middle East wll come ater it. It's political situation and geography is completely different than India. it doesn't even face the challenges like we do.
While , yes , Pakistan is a nuclear power , which is why we practice "restraint" and cannot violate the border.

GoI cannot have a proper channel of economics , never had. And it's not possible to compere the contribution with China.
Like you said, considering the internals of Pakistan , we cannot have a normal economic tie even if we tried.
