Child marriage (9-17) under Muslims personal law is legal in India since 1937 ( same from undivided India to 2017)
Since, the personal law relating to muslims in India is Shariat, the legal marriageable age for girls is 15 yrs and not 18 yrs as is in the case of The Special Marriage Act, 1954, The Hindu Marriage Act, 1955 (It applies not only to Hindus but and also to Buddhists, Sikhs, Jains and also those who are not Muslims, Christians, Parsis or Jews by religion) and other personal laws.

"This court notes that according to Mohammedan Law a girl can marry without the consent of her parents once she attains the age of puberty and she has the right to reside with her husband even if she is below the age of 18...,"

"In view of the above judgments, it is clear that a Muslim girl who has attained puberty i.e. 15 years can marry and such a marriage would not be a void marriage. However, she has the option of treating the marriage as voidable, at the time of her attaining the age of majority, i.e 18 years.

You can have sex with your wife if she is 15? Why even approve marriage at 15?
