1) Not everyone with the surname "Khan" have Afghan ancestry.

2) "Singh" isn't exclusively a Punjabi name, you'll find this name amongst Rajputs, Marathas, Ahirs etc as well.

3) Turban is a traditional Indian headgear that is worn by people of all religions, all over India.

I don't think the creators actually state where this character comes from in India, what's his ethnicity etc, it looks like they simply chose the most popular names that they were aware of.
