Even if it is a valid claim, if the accuser can be maligned, or shown to have low morals, such cases can be thrown out of court.
Edit: also, please include ulterior motive of accuser. In this case, accuser was nominated for eviction by defendant. This could be a motive for false accusation.

Exactly. I have been to court cases on sexual harassment and I've seen people get fired from their jobs for touching other female coworkers no matter what their intentions were. You don't have to go far enough to actually full on caress someone's body in order to pass it off as harassment. They are held culpable if they trespass on anyone else's body no matter how they did it and it's worse when they already know that their presence is not appreciated.
