But tell me something, if tomorrow somebody tells you that they don't have water to do Wadu in order to read Namaaz/Quran - Will you stop them from reading both? Niyat (of Wadu) is acceptable.
I'm pretty sure if there was a scholar on this Forum he'll agree.

In that case you are suppose to do Tayammum,dry ablution using sand or dust, which may be performed in place of ritual washing if no water is available
