Maybe because legal experts are of the opinion that it will lead to misuse of the law and there's no requirement of it since there are already the domestic abuse law and Forced marriage/marriage under duress laws in force. The thought process is that marital rape shall almost inevitably be part of a larger domestic violence issue which is punishable by law.
