Well, the surprise part comes from the fact that there was a scene where Paki asked Suraj if he had any girlfriends and Suraj stated that he did not. His body language indicated that he was being honest and embarrassed to admit that he hasn't been able to vow any girl in his life.
Now we can go into assumptions that he wasn't serious about those girls, and I agree with you that he was not in love with them, but the fact remains that they were his girlfriends and that's how they are going to be introduced in the show.
So, we have two scenes that contradict each other: one with Paki and one with the girls tonight. The conclusion: there is a change in the character to adjust this reunion party and make Chakor jealous.
The initial perception that Suraj had no girlfriends has more support that this "player" image that they are going to portray now: the robotic way in which he used to hug both Tina (it happened at the roka ceremony) and Chakor, buying Chakor a jacket of size (how could he fool around with girls, and touch them here and there and not realizing the differences between his body and their body?), he asked Imli what girls like, he let Paki to guide him to ask Chakor out, and other scenes as well.
Also, Suraj was always portrayed as an introverted, and yet very direct and opened person, not knowing exactly what to say to make himself liked by others (being his father or girls), in contrast with Vivaan who always knew how to twist words in such a way that made people like him (being KN, or the girls: Tina, Chakor and Imli). Girls who fool around with boys like Vivaan types as they know what to say and not direct boys because usually they enjoy to hear lies. And even with Tina, he was serious about her and wanted to marry her as from the very moment his father heard about his interest in her, he told him that it will be good an alliance with her family as she was very rich.
Another thing: we are aware that with experience it comes confidence, so picturing Suraj so insecure about Chakor defies common sense. I agree that a person can be shy with someone they truly love, but not at the level at which Suraj was shown to be in the last months.
The actor himself said in the interview that he is amazed by the amount of how many girlfriends Suraj turned out to have. Therefore, he didn't expect this, so it is definitely a forced scenario.
Consequently, all of these led to the surprise.
