I live in Mumbai. When we see TV stars at a mall , hardly few people recognize them and ask for autographs etc. eg I saw Drashti once. Hardly some 5-10 people had surrounded her at a mall. In contrast when I saw Shraddha Kapoor at a mall , people had mobbed her and her bodyguards were shooing them away. Movies are watched by men, women and children. Serials are watched by a percentage of ladies. Hence the difference in pay scale.
Yeah, not to mention movies are also widely recognized. People outside India knows the Bollywood actors and actress. Rarely the TV actress however knows any. No wonder a lot of television actors are trying to make it big in Bollywood. It's a pity that Bollywood is a very tight knit industry. Giving more opportunities and coveted roles mostly to whoever sons or daughters. Not giving too much importance to newcomers.
There are people though who can still make it big without film families. Like SRK, Akshay Kumar, Amit ji and many many more. Hopefully television actors are given more importance though. Firstly though they really need to introduce more genres that could be accepted by the viewers.
I think people like Sushant Singh Rajput and Mouni Roy are recent television to Bollywood transplant that makes quite good transition.
