I doubt it. They must have only implied so to make people believe that the consummation was a final goodbye "gift" and Rehaan will die now.

But the biggest indicator is that Rehan called her "BiwiJaan" and also his "Dulhaan". Seher was also seen dressing as a bride and trying to put sindoor in her maang, almost as if accepting she is already acting as his wife. Rehan said, they will get married for the world, but that in their eyes they are already one, and already committed fully. So ALL these dialogues indicate they took the final step in their relationship and now all they where waiting on was to officially sanction it with marriage.

Also, if they consummated, the potential for more drama is created. Seher could be pregnant. They may show the consummation in a flashback, or if Seher is found to be pregnant it will be implied of course.
