I have a different perspective here and I find DS commendable for balancing out her family.
Sumitra is her family and so is Jagya, but Ganga is not. The way the events unfolded, she chose to maintain peace in her family first over giving priority to a sheltered woman.
After RAT incident Ds could not deny the fact that there was lapse on her part for security, that Sumitra is not wrong if she no longer wants to put with G, that G also has her pride so leaving BH is a fair decision. So she did not blindly support Sumi, but she knew it is best interest for both Sumi & G. Ds also knows that J likes to help G, but she also knows that Sumi is not wrong if she expects J to spend some more time with Sa rather than G, so she can't find faults with Sumi there.
Ds likes G but not more than her own family's security, lives or personal lives. Hence she did not stop G from leaving BH nor has insisted that G should come back to Jaitser, but she is happy to support her financially through J and wishes well, so shows sympathy to G in whatever way she can (but she is not doing anything over & above for G).
Ds also knows that J finds solace in helping G, that's why she told Sumi, to give him time to forget G and asked Sumi not to tear G's pic. However, I don't think Ds realises that J loves G or that there is anything further between J-G besides give and take.
She likes Saanchi, and like others she has also been fooled by Sa, and belives that is her true nature. So why would she complain?
Why people have expectations from A to step up is because A knows a lot about the story, that DS does not.
A knows J-G love each other
A knew J found Sa a brat before engagement
A knew Sa's rude side
A knows about lapses made by Sa often in her pretence, but she neglected those, etc.
Ds does not know any of the above to take any call against Sa.
Ds is silent because according to her all are fine in their places: Sa, Sumi, Ganga, Jagya everyone.
