No... I dont think so he could be Dutta's father. First I too felt so but then read below comment from an article on Jagtap and dropped that idea of Jagtap being Dutta's father :

coz dutta's father and AS's hubby was the same..and As's hubby has died...

moreover..AS is elder than JP for sure..
but they might be related sumhow😃
