All these awards are a mix of popular/jury vote, which means that they can get away with giving anyone an award because there is no transparency.
The thing with hollywood is that a lot of small, good films, or films that are not commercially successful get noticed when they win awards, and that gets people interested. I believe that is what happened to a large extent with films like Juno, Little Miss Sunshine, Slumdog Millionaire. Even if these films don't become popular, the makers still get some sort of recognition.
Apart from the awards there are some other problems:
1) Scriptwriters earn peanuts for their work. They are paid a lot less than choreographers, music directors, and even costume designers. Eventually writers have to become directors to earn money, or directors start writing for themselves, diluting the final quality of their film in some cases.
2) Our standards are low. That is why films that are essentially mediocre get praise just for tackling a serious subject: Fashion, New York.
3) Filmmakers who take risks, lets say Anurag Kashyap with a Black Friday or Paanch end up not being able to release their films because of a ban.
4) Nepotism: not just in terms of actors, but these days a lot of directors also come from film families. They can come up with a mediocre script, get the film financed by mummy or daddy's friend or an uncle etc. While people from outside the industry spend years trying to get a producer to just read a script.
