How come all the criminals were in the same jail? And, even if they were how did they plan? I mean each criminal has a separate cell. This is strange .

Exactly. In yesterday's episode I think he said he lost his uniform ( vardi ) because of Savi and still he's pursuing her. Which IPS officer does these kind of antics.
