Bollywood actor Salman Khan has been issued a notice by the High Court of Bombay at Goa after it took cognisance of a public interest litigation alleging violations of Coastal Regulation Zone norms at a property in Candolim, Goa. The court has sought responses from all parties named in the petition before taking the matter forward.
The PIL was filed by the Calangute Constituency Forum, which has questioned construction carried out on a plot in Candolim. According to the petition, the property falls within the 100 metre No Development Zone under the CRZ III regulations.
The plea alleges that residential villas and swimming pools were constructed around 55 metres from the high tide line of the Sinquerim River, which, according to the petitioner, is in violation of environmental and Coastal Regulation Zone rules.
The petition further claims that the construction was undertaken by Classic City Investments Private Limited and alleges that Salman Khan is the company's managing partner. It also raises concerns over the extent of the construction, claiming it goes beyond the approved building plans.
In addition, the PIL questions the occupancy certificate issued by the Candolim Gram Panchayat on April 30, 2025. According to the petition, there were procedural irregularities in granting the certificate, making its validity a subject of challenge before the court.
Apart from Salman Khan, the petition has named several authorities as respondents. These include the Goa government, the Goa Coastal Zone Management Authority, the Candolim Gram Panchayat and the Ministry of Environment, Forest and Climate Change, among others.
After taking note of the petition, the High Court reportedly issued notices to all respondents and directed them to file their replies to the allegations raised in the PIL. The matter is expected to be taken up for further hearing after the responses are submitted.
At this stage, the court has only issued notices and has not made any findings on the merits of the allegations. Salman Khan has not publicly responded to the PIL or the claims made in it. The proceedings remain at a preliminary stage, and the matter will continue before the High Court after all respondents place their submissions on record.
