The skeleton of filmmaking is writing. If that isn't good enough for viewer to suspend disbelief, then it's unlikely the film will work.
Shamshera does not appear to have been written well.
KGF and Pushpa were star vehicles, but they were written well. Not talking about how logical the stories were or how appropriate. The writing has to be good enough for the audience to buy in.
In Shamshera's case, multiple people have said it was terrible. So no... it was not a good film.
Yeah, there used to be a time when star vehicles worked no matter what plot. Thanks to pandemic, that time is gone. And good riddance.
