It keeps happening because BB let's it happen. They know it gives then trps.

That swami mans pee incident is prime example. You think they didnt know he was going to fo that? They have cameras everywhere but they let it happen. And by telling him off, by giving naam ki warnings, they save themselves from liability. But if someone wanted to, they could sue BB. Its just BB is more powerful and theyll be able to hire better lawyers.
