before conducting a plebiscite in Kashmir, let the Govt of India bring back all the Kashmiri Pandits/Hindus who were forced to flee the Kashmir valley as a result of being targeted by insurgents/infiltrants/terrorists and scared to return to the valley. how can one prove majority without taking consideration of one section of people?
