He could have told avni and then she could have gone to jail with her own consent but neil hid the truth for reasons best known to him

Neil knew there was no evidence to prove avni's innocence and

Vidyut would help only if his cheap demand was fulfilled...

Similarly avni knows that if vidyut wanted,

He would prove prakash papa's hand in neela ma's death

And neil would have had to arrest him

That would totally destroy him

Arresting avni was by his choice but not his will

if you remember he was always scared that avni would land herself in some deep trouble

And always scolded her that consequences of her actions might land him in a difficult situation of arresting her

Arresting his own father would have totally broken him

Also when bebe would hear about prakash killing neela she could have died of a heart attack

She is very protective of her children...
