Reparo can be used on many objects to repair any virtual damage But a Wand isnt just a "Thing".
A Wand is a magical object with enables the user to perform magic and therefore it isnt a stationary Object. It is an immensely powerful magical object that can "feel" and "think" too...(I dont see the need to explain that, anyone who has followed HP series from the beginning till the end will be able to grasp that I hope)
and thus it isnt just an OBJECT. A wand Broken is the medium of propagation of Magic Broken, a 'broken Wand' is an 'Injured wand'. If one does "Reparo" on a wand, being a virtual object, it will regain its normal state but if the "injured" wand is compelled to perform magic, it cannot and therefore will snap back to the broken angle.
But as it isnt merely a simple solid object as appearance deceives us, It cant be repaired back just like that when it has suffered such a great damage as what happened in Ron's Case (and Harry's in Book 7 for that matter). and tus it cannot work well after being Broken...
But in Book 7 , Harry was able to "reparo" his wand back bcoz he did that with the "ultimate wand". If that one cant, what can? A wand cant be 'reparo'ed by another wand bcoz usually no wand is comparitively "more powerful" than another.
The Elder Wand is an exception here and that explains why Harry had success in doing so to his Phoenix Wand with the Elder Wand.
as for Hagrid's Case, I dont think he 'reparo'ed it. he doesnt anymore have a Wand and No one else wud have probably done it for him.
He collected those broken pieces of his wand, and kept them hidden in his umbrella to avoid detection and managed to do lil bit of magic.
as far as my memory doesnt fail me, I cant remember him performing exceptional magic with it.
