Good question

I picked DDLJ and KKHH but not sure these are cult classics

These are mainstream blockbusters

A cult film is a film which is initially rejected by the audience, or just does an average business when it is released, but slowly over the years gets a die-hard fan-following by a certain group of people. It's not necessary for the movie to get Universal appreciation or a Blockbuster status at box office to become a Cult.
DDLJ, HAHK, KKHH got instant success and acclaim when they were released, so they are not cult films.
AAA, Agneepath and Satya are the cult films of 90s. Don't think any of them are overrated.

But Satya was a critical and commercial success when it was released, right? Maybe not a blockbuster...

It was a landmark movie in many ways

Some of the old Cult films might seem overrated now but at the time of their release, they were first of their kind.
Ghayal, Arjun were first complete actioniers depicting a common man's fight against the system unlike the 70's potboilers
Satya, Vaastav were a raw look at the Mumbai underworld.
Lamhe, Dil..se were out of the box romances
And of course Hera Pheri, Andaaz apna apna were a different take on the usual Govinda/Mehmood comedy.
Then there was the slice of life film Kabhie Haan Kabhie Naa

But if I had to pick an overrated one, it would certainly be Agneepath, a bad bad copy of Scarface.

PS A cult film doesn't have to be a flop film. Not sure where that idea comes from.

Satya was a Hit, but not a big Hit. A cult film can do average business at the box office, it's not necessary that it should be completely rejected by the audience. Munna Bhai MBBS is also called a Cult film. And it was also a Hit at the box office.
