It's not TV, but bollywood also. Fans are emotionally connected to their favorites and that's why probably they don't like their favorites playing negetive role. They always want them to be positive. These are the reasons many Indian actors scared to do different kind of roles limiting themselves to few type of roles..
Maybe cz TV serials go on forever!! N negetive characters have been written like they always do plotting against the leads, talking to themselves n positives always win against them with their achayi...too typical...we never had a villian who is as strong as hero!! So the mentality is tuned to that way!!! They are still alien to the idea that sole purpose of villian's life is not to wreck havoc...he can also have a romance...
Kay Kay Menon in Haider was as strong as shahid...he was the villian in shahid's story...but he loved tabu so much!!! Such characters doesn't come up in shows...sad but true!!!!

I don't think it's only about fans. Established actors themselves are afraid to take on negative roles. In all honesty, I feel that it's because actors become type-cast once they do negative roles on TV. The TV medium seems more restricted in that sense. Aditi Gupta even admitted this in one of her interviews. Moreover, I feel that it's also due to immature 'fans' too. I have noticed in many forums people carrying forward their hatred for the character to the actor playing the role and the actor gets unfairly judged and bashed. It is so toxic to the point that these 'fans' find a double meaning in everything that actor says or does. Additionally, these actors are criticised unfairly for being bad actors, instead of being appreciated as part of the bashing they receive. Negative leads rarely get the same amount of appreciation as the main leads do, despite the fact that main leads on TV are easily deemed as good actors as long as they share good chemistry. Their poor acting is not criticised at all.

Beyhadh only worked because it was from Maya's perspective. Maya was the main lead. And the makers somewhat established a background for her that explained the rationale behind Maya's insecurities and actions (initially). If Beyhadh had been from either Saanjh's or Arjun's perspective with Arjun even displaying an iota of feeling for Saanjh, Maya would have been perceived as a vamp. I guess if EDT had been from Vyom's POV, his fans would be more thrilled to watch. Because with the way the story is going and the characterisations, Vyom only comes off as a negative lead.
