Look everyone in the world it is said that everyone in the world is related. Every person has about 100000 descendents or so and you could be related to someone from a completely different country, religion, caste etcc…
Yes, it is agreeable that everyone in the world is related. We don't exactly have a number of relatives that share the same blood when it comes to …blood because everyone, in those terms are related. The concept of DNA, however, kindof comes very close to ones siblings, parents, 1st cousins then second and so on and so forth. The more closely one is related by blood the more similar their DNA.

I think what sumera was pointing out was that Voldemort and Harry have been descended from the same family not really the familial relation that they have with eachother. Voldemort doesn't exactly have familial relations unless you count the whack job that is Bellatrix (Black) Lestrange (gotta love her for it though). It just so happens that both Harry and Voldemort are direct descendents (at least that's what the Ring and Invisibility cloak leads us to believe) of the Peverell brothers.

I think what you're getting at here is the meaning of family. Family doesn't necessarily need to be related but as I pointed out before this is really Voldemort/Tom being descended from the same family as Harry. Even if it's not by blood (the similar DNA type), at one point whomever was their ancestor made them interrelated in the tapestry of their family tree.
