It should be Yash, he was the one to circulate photographs. If he was caught there was no point in questioning the minister and Manohar, their plans were different. They were taking money and leaving Allen Broad free of charges. It wasn't related to this blast directly.
Though it was system fault but not entirely system fault, police officers did what they were asked to. Yash has mixed his personal issue with this at the first place.
Minister and Manohar are culprits too; they choose system over innocents, but if they would have agreed with truth things would have been different, because at the end of day it would have been Yash who would be held responsible for mixing his personal issues and getting an innocent killed. The matter would have been drilled down to Yash involvement directly, when the point would have been raised that where did the photo came from.
Minister and Manohar got themselves involved into all this by internal inquiry, and then Allan Broad statement further leading to planting things at Haider's place. It was them who welcomed trouble. Else the matter wouldn't have touched them if they would have not interfered.
Currently they have mixed System administration and their corruption with recent bomb blast; in reality these were two different cases.
