Naagin and Human are not meant to be together but RiVanya's case is diffrent... they are brought together but SS doesn't know this, for all he know is Naagin and human can never be together... RiVanya has special blessings upon them that's what hinted by Yogiraaj "Shuru hogi Naagin aur Insaan ki Mohabbat ki dastaan!"

I feel the reason SS said this is

1) he is reacting like a father. he knows Naag-Naagins and humans can co-exist but matrimonial bond may be not.

2) the book also plays a role. SS probably does know the contents of the book Sesha gave Shivanya and what the last four pages were. (Though I doubt if the Cvs remember that such a book was also introduced in the story)

The makers has selective amnesia or short term memory loss with makers remembering or forgetting the book n yogiraj from time to time at the most inopportune time 😆
