Deepika is someone who couldn't act to save her life and her years in the wilderness before Cocktail amply demonstrate that. She is hard working, persistent and that is demonstrated in many films since. I cannot consider her a good actress though because she could choke too like she did in BajiRao where she could not deliver and starkly stood out among superior actors like PC and Ranveer. To me, she is an average actress who has her moments.
Ash though is beautiful, too beautiful that her beauty blinds her talent. Her movie choices especially in Hollywood have not been stellar, but her acting has been fairly consistent and especially in movies like Choker Bali, Raincoat and Kandukondein KanduKondein where she truly shines is what has made me say Ash is a superior actress when comparing the two.
ETA: Comparing apples to apples. In Jodha Akbar Ash who plays a person who did not even exist historically managed to convince people that Jodha and Akbar were a great love story despite the many wives and the different religions. Deepika choked as Mastani and many people could not connect when they connected with Kashi and BajiRao. Connecting people to you character is something Deepika lacks.
