New Delhi: Bollywood's enfant terrible Salman Khan is again at the helm of a latest controversy. According to former IPS officer and social activist YP Singh, actor Salman Khan has allegedly violated the Maharashtra Regional and Town Planning Act.
The reports say that Salman Khan bought a flat in a building named The Address', situated at the Bullock Cart Road, which is between the lane of Mannat and Taj Lands End at Bandstand (Bandra). However, the power of attorney of the flat has been handed over to Salman's father, Salim Khan.
The official papers of the flat reveal that Salman Khan has paid Rs 20 crore for the flat which has a going market rate of Rs 4 crore.
"It is clear that the extra price, which has been given is said to acquire a non-FSI component of the building, which cannot be sold. There is a dedicated parking at the 11th floor with a personal swimming pool. On paper, the property is only 1079.95 square feet, but actually the space occupied (that of the flat) is around 8000 square feet, which is deceiving," said Singh while talking to the media.
Singh further added, "As per the law, common areas like lobby, garden, swimming pool, parking and fire refuge area cannot be owned by an individual, but can be utilised by all the members of the building. It would also be a case of money laundering, as Khan, by paying such a huge amount of Rs 20 crore might have converted all the black money into white."
"This requires a detailed investigation and once it is done, it will be clear whether it's money laundering or a case of environment protection act or Violation of Maharashtra Regional and Town Planning Act. The Police and Municipal authorities should indulge into the probe for the same," concluded Singh.
Salman Khan and his family are mum about this issue for now.

In a setback to Congress leader Kripashankar Singh, the Supreme Court, hearing the disproportionate assets case against him and his family members, directed the Mumbai Police's Special Investigation Team (SIT) to finish its probe in eight weeks and submit a final report.
The SIT, headed by the Mumbai Police Commissioner, has so far submitted two sealed reports to the court.
"Kripashankar Singh and his family had appealed to the Supreme Court to dispose of the matter and let the magistrate decide. But we told the court that the investigation is still not complete and that there is need for monitoring. The court agreed. It has directed the SIT to complete the investigation within eight weeks and file a final report before the court," Mihir Desai, senior counsel for the petitioner whose Public Interest Litigation petition had prompted the Bombay High Court to order Mr. Singh's prosecution, told The Hindu on Monday from New Delhi.
He said they had appealed to the Supreme court that the team investigating the cases against the family should remain the same, though the Police Commissioner had changed. Earlier, the investigation was headed by Arup Patnaik, who has been transferred after the August 11 violence in Mumbai's Azad Maidan area.
The position is now held by Dr. Satyapal Singh. "The court agreed to that as well," he said.
Mr. Singh and his family members have been accused of amassing disproportionate assets worth tens of crores of rupees. When the PIL petition was filed in the Bombay High Court, it observed that it could not ignore the evidence against the politician and his wife.
The PIL petition had given a list of 15 properties, including lavish flats in upscale localities of the city, huge commercial complexes in the city and in other parts of the country, including Jaunpur in Uttar Pradesh. The court observed that a large part of the real estate was purchased by the family only after Mr. Singh became a politician.
Stating that the prosecution had failed to prove that actor Salman Khan had consumed alcohol on the day of the hit-and-run incident, his defence lawyer has said that "silence on alcohol is deafening".
On May 6, Salman Khan was convicted on charges of culpable homicide, not amounting to murder, in the 2002 hit-and-run case in which one man had died and four had been injured. The prosecution's case is that the actor's white Toyota Landcruiser ran over men, sleeping on a pavement in suburban Bandra.
Defence counsel Amit Desai also trashed the prosecution's case that Salman Khan that Salman Khan was holding a "white glass", arguing it was not proof that he was drinking.
Desai argued that the waiter at Rain Bar, where the actor supposedly had alcohol on September 27, 2002, the day of the incident, had claimed that he saw Salman Khan's brother Sohail Khan and friends.
The lawyer pointed out that despite this, Sohail or friends were never examined by the prosecution.
Going by the witness statement, Desai argued, that there were 200 to 250 customers at the bar, but none of them were examined. "There were 250 people, but the prosecution could not find even five or seven. The prosecution wants to prove its case because the public wants it. Everybody in Mumbai is not Salman's friend. They (prosecution) could have got anyone," argued the senior lawyer.
Contesting the charge of Salman Khan getting drunk before the incident, Desai said the witness had claimed he served Bacardi white rum and cocktail but not specified either the amount or the people he had served.
"How much? A bottle, five glasses, eight glasses? No details about the quantity of rum and cocktail that was kept on the table. The prosecution has not established that he drank that night," argued Desai.
The defence counsel said that though the witness had claimed he served drinks to Salman and his friends and mustered courage to give evidence, he did not say that he had seen Salman drink.
According to the defence, the police had tutored the witness to give the evidence that it wanted him to give. "This is the evidence on which people are expected to languish in custody?" asked Desai.
