First enact strict laws and punishment.
too much "democracy" is ruining the country.
use of strong TV commercials and public education is useful.

make good laws and enforce them strictly... its laxity of administration that lets most of our unruly popuation get away with anything!!!!

Many strict laws are made to tackle such things these days, but nobody looks after whether they are properly enforced or not...

Also I thought education can change the mindset of people, the new gen people must be more careful & protective about the environment, but sadly that's not the case...
I have seen lots of educated and well to do guys and girls throwing empty cola bottles, wrappers outside the moving bus/train. Not only them but many people in general. But seeing educated people do this is just shocking.
For eg: I have seen this well dressed, educated girl travelling in our regular local train... What she does daily is she brings a newspaper, cleans her seat properly with it and throws the same paper away from the train window😕 Yeh toh hadd ho gayi yaar... U clean the seat for urself and then usise agal bagal mein aap gandagi faila do... Khud saaf sutre raho, environment gaya bhaad mein...
I don't know if not education what can change the mindset of people...
Few times I have tried telling people not to throw such garbage in trains or outside window, but instead of realizing their mistake they gave me such a death stare... ki aapko kya karna hai, mind ur own business
Untill and unless people realize it themselves, things are not gonna change for good... :(

Civic sense is needed.
Knowledge of maths,science and some class 6 lessons on environment alone won't help.
Other points are already mentioned above.

There is a lot of civic sense out there.gharme chappal utaro, wash hands twenty times... etc... etc.. etc... its just that no one cares...!!!!

What is so ethically wrong about trashing the streets? Its eventually unhygienic or irresponsible but how is it unethical?

The same public when he invites to his place - he sets clear ground rules for this behavior isnt it?
