I think it's just the overall mentality in India of caring more about your own nuclear unit (your family, extended family, house, etc) than the general well-being of the country. Has nothing to do with hygiene or sense of cleanliness (cuz I feel like Indians are more into cleanliness than a lot of other cultures), it's more about what they think is worth their time or energy.
In comparison, I feel like the west has more pride in the overall well-being of the community and so people are a lot more conscious. They'll keep the trash in their car till they get to a trashcan because they view open public places as their responsibility too (as opposed to Indians who'll clean out their car by throwing stuff on the roads).
All the laws in the world can't change the inherent norms unfortunately. And I bet that even if there were strict enforcers, not much would change cuz as soon as the enforcer of the law turned their back, people would go about their usual habits.

Public needs to take responsibility to keep the streets and pubic spaces clean. Even if there are rubbish bins but nobody would bother to go to the bin to throw rubbish. This value needs to be instilled right from very young age by parents / teachers/leaders .
